The Department of Technical Education and Industrial Training was established in 1977 and given the responsibility to manage diploma and degree level technical institutions in the state. The department also administers management and pharmacy institutions of the state. The department serves according to the guidelines set by All India Council for Technical Education (AICTE), New Delhi. The department of technical education looks after the functioning of Punjab Technical University, Jalandhar and Engineering Colleges fully or partially funded by the government. The department is promised to produce manpower needed for fresh industry demands and brought up new courses regularly, for example new course in food and technology engineering is introduced at Diploma Level Institutions.
Important Organisations

The Department of Technical Education has an Industrial Training Wing, which is responsible for providing vocational training in engineering and non-engineering trades under craftsman training scheme & App. training scheme to cater the need of the industry in respect of skilled workers. All the Industrial Training Institutes center work under Craftsman Training Scheme of Government of India, Director - General Employment & Training under the directions of National Council of Vocational Training, which is the apex body at Government of India level for coordinating development of Vocational Training in the country.

The State Council for Vocational Training is responsible for coordinating an integrated development of Vocational Training at state level. Under 11th five-year plan the Department of Technical Education has proposed a plan to the tune of total outlay of Rs. 55173.16 Lacs and 9587.80 Lacs for the 11th five year plan 2007-12. Total budget of Non-Plan 2007-2008 is Rs. 46,82,76,000/-.

To enhance the quality of education so as it may fit well to the changing needs of the industry 362 Memoranda of Understanding on Technical Education side and Memoranda of Understanding on Industrial Training side have been signed by Institute & Industry so as to make the human resources of these Technical Institutions acceptable to the Industry.

The department have a watch on 41 Engineering Colleges, 20 Pharmacy colleges, 62 MBA, MCA private unaided Institutions and 55 Polytechnics & 37 Pharmacy Institutions and 180 Industrial Training Institutes including the ones in the private sector. Every year a total of about 17640 Engineers, 14220 Diploma holders and about 20000 skilled manpower from Industrial Training Institute level is trained. The technical education is responsible for the innovations in technologies as well as for the contemporary industrial culture and economic environments.

The Department of Technical Education and Industrial Training is promised to bring quality improvement, modernization and capacity expansion in the Technical Education vocational training System. A major step in this direction is close industry – institute partnership. The syllabi of all trades in the Polytechnics & industrial training institutes have been revised and courses being offered in the engineering colleges are being updated and modified in consultation with Confederation of Indian Industry (CII). New courses in emerging technologies, like Plastics, Computes, Chemicals, Electronics, Fashion Design, Textiles, Garment Manufacturing & Para medical field etc., have been introduced to keep pace with the technological advancements. Higher Technical Education in Punjab is administered through Directorate of Technical Education & Industrial Training Punjab Government. The Directorate is responsible to look after colleges / university departments / and institutions providing training in Engineering and Management disciplines at different levels.

Technical Education Policy

The Department of Technical Education and Industrial Training has certain set of rules to provide education in different technical and vocational disciplines. The training is provided through different institutions like vocational training institutes, industrial training institutes, polytechnics, engineering colleges and universities of the state. The department woks in close cooperation with Confederation of Indian Industry (CII) so as to produce quality manpower for the burgeoning industrial demand.
